Stand Up For Democracy, the opponents of Public Act 4, said Thursday that once a repeal effort is on the November ballot, they plan to go to court to block the governor's plan to revert to the state's previous emergency manager law.

At a news conference with suitcases packed to represent the removal of emergency managers around the state, members of the group said they intend to fight the law in any form.

Gov. Rick Snyder's administration has asserted that once Public Act 4 is frozen, Public Act 72 — the state's weaker, prior EM law — replaces it.

The tougher law, approved last year, gave Michigan's emergency managers sweeping new powers — including the ability to amend or throw out union contracts — to assist school districts and cities in financial crisis.
