Emergency managers seem to be a growth field in Southeast Michigan, judging from this Detroit News report:

Gov. Rick Snyder declared a financial emergency Monday in Hamtramck after receiving the report of a review team appointed to scrutinize the troubled city's finances.

The finding could lead to the appointment of an emergency manager.

He acted because the state review projects a $3.3-million general fund deficit, which will be the fourth annual budget shortfall in a row, and delays by city officials in making required pension contributions each month to the Municipal Employees Retirement System of Michigan

The city can request a review by next Monday to challenge the status.

Hamtramck had a state-appointed emergency financial manager, Louis Schimmel, from 2000-07.
