Emergency Manager Kevyn Orr has ordered Police Chief James Craig to reorganize the Detroit Police Department to make it less top-heavy, police sources told The Detroit News. . . .

Craig is expected to lay out his reorganization plan, which includes putting civilians into positions currently held by sworn officers, at an upcoming meeting of the Detroit Board of Police Commissioners.

“We’re changing the culture of the police department, bringing in new people with new ideas,” Craig said Thursday.

He spoke after eliminating two deputy chief positions. The force now has nine commanders, 14 inspectors, a deputy chief and an assistant chief, one of the commanders tells Hunter.
