An 18-year-old student and his family had alleged that former Detroit City Council President Charles Pugh behaved inappropriately toward him during a shopping trip earlier this year. Oakland County prosecutors concluded Pugh did nothing illegal with the 18-year-old student he was mentoring, following a Madison Heights investigation.
However, the investigation also uncovered text message exchanges that are disturbing to say the least. Here is a sample of the texts Pugh allegedly sent to the young man.
"I wanna see your body. Front and back. So the video has to show everything. lol. #EVERYTHING."
"Dude, your body is f______ AMAZING. I just wanna give u more money to watch u walk around naked. lol."
"Dude, if anyone finds out about this: I'm dead. So please keep this between us."
"Truth is: I've had a crush on u all year!! I just couldn't say or do anything about it until now."
That last message, as Fox 2's Charlie LeDuff and Randy Wimbley explain, raises even more troubling questions.
Fox 2: The young man met Charles Pugh at the Frederick Douglas Academy in Detroit where Pugh ran his mentoring program. The student was only 17 years old when they met and that's leading many to believe that Pugh was grooming him.
In another text message Pugh told the student: "Truth is: I've had a crush on u all year!! I just couldn't say or do anything about it until now." According to the case report, he even offered to perform oral sex on the teenager. According to police, a former City Council staff member claims she heard Pugh bragging he could sleep with any kid he mentored by giving them cash.
Pugh formally resigned from City Council in September after a month's long absence from City Council and Detroit itself. He is reportedly living in New York City.
