Matt Helms reports in the Free Press thaty pension and health care benefits for Detroit workers and retirees are expected to consume 33% of the city's 2013-14 budget, forcing deeper cuts in services.
That's the word from Mayor Dave Bing's office as the he prepares to share his proposed spending plan with the City Council today.
Bing will present another austere budget with widespread cuts to city services as he and the council wade through its annual financial plan, this time under the eye of an emergency manager, who has ultimate authority over city spending.
